The third and final Cabinet paper, and the subsequent Cabinet Minute, on the decision to change the institutional arrangements, mandate, and policy settings of the government's international development and aid agency, NZAID, is now publicly available. Sections of this paper have been withheld under section 6 (a) of the Official Information Act. Two other Cabinet papers on NZAID were released on May 7.
